Allow Occupational Therapy Assistants to Provide Telehealth

Early Steps NEEDS Parent Support STAT!

OTA's ask that the current statute RS 40:1223.3 be amended to allow for the provision of occupational therapy (OT) services via telehealth to include BOTH occupational therapy and occupational therapy assistants (OTAs).  LSBME requires OT practitioners to provide telehealth services that meet the same standards of care as hands-on OT intervention, in accordance with AOTA Standards of Practice. OTAs are able to maintain the same standards of practice in the telehealth setting while following the current supervision guidelines of Title 46 §4925.

Currently, hundreds of Louisiana OTAs have thousands of clients depending on them for services. Without the inclusion of OTAs in this statute, OTAs will be unemployed and thousands of clients of all ages, from infants to elderly, will likely go without medically necessary services. Louisiana EarlySteps allows and encourages therapists of all disciplines, including assistants of all disciplines, to provide telehealth services during the COVID-19 crisis. During this COVID-19 pandemic crisis, the current LSBME telehealth regulation promotes and requires an OTA to go from home to home to provide care, potentially and needlessly spreading the virus to clients with chronic medical conditions. A home visit should not be required of an assistant, especially when an OTA can provide the required standard of care via telehealth. Telehealth service allows the client to receive the medically necessary services without the risk. The boards of both speech therapy and physical therapy allow assistants to provide telehealth visits. Please allow OTAs to practice via telehealth.
